Amavasai Tarpanams abroad

I happen to read one of Maha periva's stories recently. In that, Maha Periva apparently said the tarpanams we do in abroad will not have any effect as Pitru's wont cross the sea. Just wanted to understand more and see if this is true. And if so, how do we do this?
