To add more many are drunken monkeys.
Punishment is not that much severe for drunken driving; just simple fine or a few hundreds "handing over" at the spot by the hangovers.

just to add....my last visit to chennai...i asked one auto driver....he says all three traffic lights allow to drive....green is okay...
yellow for fast jump....even red is ok ...even any police catch...just pay some rupeees then continue...so i think traffic lights
are useless and waste of money...the same way...last time when i was travelling in city bus....he crossed red light...police
was there....all other vehicles waiting...i asked some passenger....he said that RED LIGHTS NOT APPLICABLE FOR CITY BUS...
so just imagine...
