A ​ ​ Railway​ ​ official's​ ​ response ​ ​ to​ ​ the ​ ​ CJI ​ ​ getting emotional ​

There are 30 to 35% vacancies in all the Govt. Departments; but at the same time, well qualified people are waiting out side looking for employment.

Why this mismatch; What are the real reasons there for?

Is it because of paucity of funds to meet the wage bill ?

Then why his wake up & start up calls ?

All these calls meant for the public not for the Govt.?
