In the last 15 years or so, a large number of "consultants" from India & China started appearing in USA. This happened because of many factors. One is that many companies did not want long term employees paying them benefits. It is easy to let go a consultant based on business results of even a given quarter than to fire an employee.
Importing labor almost like "technical coolies" started happening from 1999 or so because the exploiters comprising mostly of NRI businessmen began to take advantage of the situation. They recruited people from India, brought them under very low wage conditions and sold their services for decent profit. A few even approached me to be in the 'people selling business' which I did not any part of though the terms were very lucrative.
The key to this industry was the issuance of H1B visa which profited mostly NRI led law firms in USA. These lawyers made sure that green card process never completes easily.
I think by raising the cost of H1B visas the flow of low wage technical work force will reduce. This is good for the people wanting to come here. Most who come like this do not want to go back and suffer in silence for many years.
From Indian middlemen point of view this is bad for their business.
I usually do not trust motivation behind most media reports. They may be voicing the concerns of these business people.
There are many politicians running to be President and other offices that actually want to increase the number of H1B visas but they want better talent than what they think they have been getting.
There is no connection to this issue as far as I can tell and the Islam Phobia that is present in USA because of recent incidents. That is mostly manufactured by the reporter as far as I can tell.
